NTC Renovation Update – 8 Buildings Near Completion
NTC at Liberty Station is taking great steps forward to further become the creative campus the community envisioned as the NTC Foundation nears completion on renovations to 8 historic buildings. Soon they will be ready for their new tenants and their new mission as part of the growing NTC Civic, Arts and Cultural District.
“Another milestone is being reached to make the community’s vision for a new Arts and Culture District a reality,” said Alan Ziter, NTC Foundation executive director. “This is the largest historic preservation project and cultural facilities project underway in Southern California.”
When completed, starting in May, the public can expect a significant expansion to our current 7-building campus with more galleries, art studios, unique retail, creative nonprofits, more indoor and outdoor event venues and renovated gardens.
The eight renovated buildings include seven Barracks and Officer’s Quarters D, all built in 1923 as the original buildings for what was then Naval Training Station San Diego. There is about 80,000 sq ft of new lease space and the NTC Foundation has commitments on 70% of the space. An announcement will be made by early April about the new “class of recruits” that will open in these buildings.
All renovations are being done in accordance with the Secretary of the Interior’s Standards for Historic Preservation. The former Naval Training Center buildings are on the National Register of Historic Places for their architecture and historic significance to San Diego.
In October 2011, the NTC Foundation announced it had closed $20.2 million in finance to complete the renovations. Funding of the Phase 2 program required a coalition of public and private partners, including the Redevelopment Agency of the City of San Diego, Clearinghouse CDFI, U.S. Bancorp Community Development Corporation, Lowe Enterprises, CCG Community Partners, Torrey Pines Bank, the California Cultural and Historical Endowment and the County of San Diego. The financing includes nearly $8.8 million in federal Historic and New Markets Tax Credit equity.
The NTC Foundation is assisted by its San Diego-based design and construction team of Chris Bittner – OBR Architects; Legacy Building Services, Inc. -- General Contractor; Dennis Otsuji – Principal/Partner ONA Landscape Design; and Neal L. Singer of Portfolio Realty Advisors, Project Manager.

Hale and Farewell to Staff at NTC Foundation
We’re pleased to announce the addition of two new key staff members to the NTC Foundation, and the promotion of two long-time staff members with several years of experience at NTC, as we work towards the opening of the Phase 2 buildings and sustain and grow our cultural campus at NTC for the benefit of San Diego residents and visitors.
Christine Deardorff is the new Director of Development, and brings us over a decade of experience as the Development Director of the San Diego Symphony and the San Diego History Center. Christine replaces Stacy Goodman, who after 5 years has left NTC to go to Scripps Institute of Oceanography.
Rick Strickland is our new Accounting Manager who is a CPA with experience in both small and larger businesses in the development and facilities industries.
Rick replaces our long-time Controller Chris Kiefer, who has been promoted to Finance Director, where he will oversee all financial aspects of our renovations and ongoing operations. He replaces Larry Eyler, who after 10 years at NTC is now Chief Financial Officer for Event Network Inc.
Tim Bohan has been promoted to Operations Director after more than six years as Deputy Operations Director. Tim also oversees the NTC Foundation’s extensive IT requirements for our 15-building campus. Tim replaces founding Operations Director Lew Witherspoon, who has retired after a career at NTC that spans from his bootcamp to Command School to a post-NTC stint with Americorp on the former NTC campus.
The NTC Foundation was established by the City of San Diego as a 501(c)3 nonprofit foundation to enrich the lives of San Diegans by renovating 26 historic buildings at the former Naval Training Center to create, facilitate and operate a broad-based complex focused on experiencing the arts, culture, and creativity that are the hallmark of the San Diego region.
NTC at Liberty Station is San Diego’s new Arts and Cultural District located at the former Naval Training Center in the new Liberty Station neighborhood, near Downtown on San Diego Bay. With 28 acres and 7 of its 26 buildings complete, NTC is home to more than 40 museums and galleries, artist studios, dance companies, educational groups, multidisciplinary arts and other organizations that showcase San Diego’s creative community and provide innovative experiences for the public. The campus also features venues for indoor or outdoor events, festivals, seminars, retreats and meetings.
