"Admiral on the Bridge!" New Board Leadership at NTC Foundation
The NTC Foundation Board of Directors elected new board leadership at its Annual Meeting on May 15. We’re pleased to announce that RADM Fran Holian (right) is our new Chair, replacing Richard Ledford, who served as Chair the past two years. Both Fran and Richard’s time at NTC go back many years. As reported in Diane Bell’s column in the San Diego UT, when the Naval Training Center closed in 1997, Richard was Mayor Susan Golding’s chief of staff and helped her oversee the base closure and transition. Rear Adm. Holian was San Diego’s “Navy mayor” who worked with them to create military housing at the south end of the former Navy base.
In addition to Holian, the board elected the following officers: Ken Stipanov, Vice Chair; David O’Brien, Treasurer; and Roger Brenes, Secretary. The board also elected new member Lori Fleet Martin and the following board members were elected to serve another 3-year term: Kurt Chilcott, Pam Hamilton Lester and Richard Ledford. They join other members whose terms continue: Rich Gustafson, Hank Killmar, Judy McDonald, Richard Opper, Gordon Swanson and Mitchell Woodbury, along with ex-officio members Victoria Hamilton and Sandy Perlatti. Board members Hank Killmar and Jody Vanden Huevel finished their terms on the board. Hank has been a board member since 2004 and, as Treasurer, advised the NTC Foundation through two significant financial transactions that provided funding to renovate 15 buildings at the NTC Arts & Cultural District.
Positive Press for SCOUT @ Quarters D

Since opening May 1, NTC’s newest resident group SCOUT @ Quarters D has been receiving positive press for both the renovation to the 1923 officer’s home by the NTC Foundation, as well as the quality of home furnishings offered by proprietor Paul Scott Silvera. The UT San Diego’s Roger Showley wrote: “The…restoration of the building at 2675 Rosecrans signals to passers-by that the former military base, now called Liberty Station, continues on its path as a new neighborhood where you can live, work, shop and play.” Design maven Sally Carrocino has been a sales rep in Southern California for 34 years. She wrote: “To say I was excited to go to the opening is an understatement. I knew it was going to be special and I wasn't disappointed. Major Grant from RSF Women's Fund Supports Liberty School at NTC
The NTC Foundation has received a significant $37,600 grant from the Rancho Santa Fe Women’s Fund to support our Liberty School education program for at-risk youth. The grant will allow the NTCF to expand our program in the next school year and bring to NTC each week a second class of students from the County of San Diego’s Juvenile Court Community Schools.
Already these 7th graders at JCCS have found themselves in the criminal court system. As we have seen over the past 5 years of the program, the arts taught in the Liberty School have made a significant difference in our student’s ability to better themselves through their school experience.
Liberty School helps them to change attitude and behavior, find creative skills they are good at and ideally set them on a better path, give them a better life, and keep them out of jail in the future. This donation not only will benefit the students, but also pays artists who teach them, and supports the nonprofit groups we partner with at NTC.
In addition to the JCCS students, Liberty School also has 3rd graders from nearby Dewey Elementary School and 7th graders from the City’s Alternative Learning for Behavior and Attitude program, who also come to NTC one day each week.

NTC Venues Receive More Awards
NTC Venues has again received recognition for its venues, this time from the Peninsula Beacon’s Reader’s Choice Awards! The venues took 1st place in the Special Events Venue category as well as 2nd in the Attractions category. Add this to the past accolades we have received from the 10 News A-List and the San Diego’s Best U-T Readers Poll, and we are gaining quite a wonderful reputation! June 23 Tribute Fest
Tribute Fest is going on tour after three successful years in LA. San Diego's inaugural tribute band music festival will feature eight tribute bands including Elton The Early Years, Queen Nation, Hollywood U2, Stepping Feet, and Parachutes will rock a crowd of 3,000 people at Liberty Station while paying homage to music legends. Tribute Fest will have food trucks and dozens of beers on tap. The event will take place from 11am to 10pm at Liberty Station in Ingram Plaza at 2640 Historic Decatur Rd.
